Research Note: Broadcom ValueOps APPM

Corporate Overview

Broadcom Inc. is a global technology leader that designs, develops and supplies semiconductor and infrastructure software solutions. Broadcom's Enterprise Software division provides a comprehensive suite of DevOps, Value Stream Management, Automation, AIOps and Cybersecurity software solutions for mission-critical IT environments. Its ValueOps offering, part of the new Broadcom Software brand, combines technologies from its CA Technologies, Automic and Rally Software acquisitions to provide an integrated, end-to-end platform for Agile Planning, Value Stream Management, DevOps, and AIOps. With ValueOps, Broadcom aims to help customers align software investments to business outcomes, accelerate software delivery and streamline IT operations.

Service Architecture

Broadcom ValueOps is built on a scalable, open architecture that integrates planning, development, test, deployment, feedback loops and governance. The Rally Agile Planning and Portfolio Management module provides a flexible platform for planning and tracking Agile work across teams and portfolios. Rally's Flow module adds real-time visualizations of software delivery progress. The Automic automation platform adds intelligent orchestration of continuous delivery pipelines and self-healing IT operations. All the ValueOps components leverage REST APIs, webhooks and open source connectors to enable seamless data flow and integration with third party tools. ValueOps also adds a layer of AI-powered analytics and predictive insights to proactively surface risks and recommend optimizations.

Strengths

Broadcom ValueOps' key strength is its comprehensive, integrated approach to strategic planning, agile development and value stream management. Rally is a pioneer and an established leader in the enterprise agile planning market with capabilities to scale agile practices across portfolios, programs and teams. The Automic acquisition adds robust release automation and self-service deployment capabilities. Broadcom's DX Operational Intelligence AIOps platform, baked into ValueOps, uses AI and machine learning to correlate data across tools and identify opportunities for DevOps process improvement. Broadcom's global presence, strong brand and established customer relationships in verticals like telecom, financials and government provide a foundation of trust for mission-critical APPM deployments.

Weaknesses

While offering a broad suite of planning, delivery and automation capabilities, Broadcom ValueOps is not perceived as a leader in innovative and modern APPM user experiences. Many customers still view Rally as a complex and expensive legacy PPM platform. Integration across the ValueOps portfolio remains a work in progress, especially between Rally and newly acquired assets like Automic. Broadcom's strategy to focus on existing enterprise customers and streamline operations has created concerns about diminished R&D investment and support for ValueOps. Pricing and packaging changes, while adding flexibility, have caused confusion among existing Rally customers. Finally, the Broadcom Software rebrand has diluted Rally's APPM brand equity and ecosystem presence.

Bottom Line

For organizations seeking a comprehensive, enterprise scale platform to align Agile software delivery to strategic business objectives, Broadcom ValueOps is a solid choice. Its integrated approach to APPM, value stream management, and AIOps provides visibility and governance across disparate teams and tools. However, Broadcom's sweet spot centers on complex IT organizations with legacy platforms, not cloud-native digital innovators. Customers looking for an intuitive, flexible platform to scale Agile planning across development teams and business units may find ValueOps overkill and should evaluate more modern alternatives. Bottom line, while Broadcom ValueOps remains a leader in end-to-end enterprise APPM, it's no longer a clear choice for Agile teams and digital product organizations.
